In order to promote the structural adjustment, transformation and upgrading of the heat treatment industry and high strength fastener industry, our ministry has formulated the "specification conditions for heat treatment industry" and "specification conditions for high strength fastener industry", which are now publicized. The Ministry of industry and information technology (MIIT) announced on May 6 that in order to promote the structural adjustment, transformation and upgrading of the heat treatment industry and the high strength fastener industry, MIIT has formulated the "standard conditions for heat treatment industry" and "standard conditions for high strength fastener industry", which are now publicized.

According to the conditions publicized and the requirements of heat treatment industry specifications, the production capacity of newly-built or expanded heat treatment processing enterprises should have a production capacity greater than (including) 10 million yuan / year.

The establishment of all heat treatment specialized processing plants should resolutely eliminate backward production capacity, and take "developing advanced technology, limiting obsolete technology, and eliminating backward technology" as the guidance. Promote the transformation and upgrading of enterprises, ensure safe production, and strengthen energy conservation and emission reduction. Promote the development of low-carbon technology projects, the development of high-tech value-added heat treatment enterprises.

According to the requirements of high-strength fastener industry standard conditions, the layout and site determination of fastener enterprises should comply with the national industrial policies and relevant laws and regulations, and the development plans of fastener industry and equipment manufacturing industry of provinces, autonomous regions and municipalities directly under the central government.

New (expanded) fastener enterprises should pass the "construction project environmental impact assessment approval" and "occupational health and safety pre assessment", and pass the "three simultaneous" acceptance of project environmental protection and occupational health and safety protection facilities.

Industry specification for high strength fasteners

Management system and product quality

（1） Fastener enterprises shall establish and pass the certification of quality management system in accordance with GB / T19001-2008 (ISO / TS16949, QS9000 or VDA6.1 for automobile products), and the system shall meet the requirements of GB / T 90.3. Enterprises should have independent quality management and testing departments, full-time quality testing personnel and sound quality management system.

（2） The fastener products produced and supplied in batches by enterprises must comply with the current effective national standards, industry standards, international standards, foreign advanced standards or enterprise standards that have passed the record. Establish product production inspection files and quality traceability system. See Annex I, II and III for quality inspection standards and contents.

（3） The product quality shall be verified by the "industrial product quality control and technical evaluation laboratory" and issued by the third-party testing institution recognized by qualification certification (metrology certification) and China National Accreditation Service (CNAs) or the use report provided by more than three major customers within two years. The inspection report shall at least include mechanical properties, chemical composition of materials, surface quality, etc. The customer's use report shall include a detailed discussion and evaluation of the product quality status, and shall be attached with the inspection and testing report or data issued by the above-mentioned third-party testing agency in the same period. The applicable test items and standards shall be proposed by the acceptance institution, and shall be separately announced after being approved by the Ministry of industry and information technology, and shall be changed as necessary.
